Vandall Testifies Before Senate Judiciary Committee

Professor Frank Vandall testified before the Senate Judiciary Committee on March 10, 2006.  The Chair Arlen Specter (Rep. PA) has proposed a bill that will hold “persons” subject to fine or imprisonment if they knowingly manufacture or sell a defective product that causes death or serious bodily injury.  Professor Vandall spoke to the issues of preemption and unenforcement.
