U.S. Court of Appeals Chief Judge Kozinski Leads 2013 Thrower Symposium

The Hon. Alex Kozinski, chief judge of the U.S. Court of Appeals for the 9th Circuit, will deliver the keynote speech for Emory Law Journal’s annual Randolph W. Thrower Symposium Thursday, Feb. 7.

The theme of this year’s conference is “Privatization: Managing Liability and Reassessing Practices in Local and International Contexts.”

Academic and practice experts will address the topic in the following four panel discussions:

  • "Privatizing Justice: Shifting Adjudication out of the Judiciary," a discussion of the delegation of adjudication to private parties

  • "Privatizing State and Local Governments: Accountability and Reassessing Public Services" will explore various ways in which state and local governments contract out public services to private parties.

  • "Privatized Components of Health Law: Medical Malpractice and Health Care" will focus on governmental health functions contracted out to private parties and the role of privatization in the Patient Protection and Affordable Care Act.

  • "Privatization Abroad: Conflicts, Contractors and Immunity" will consider the ramifications of contracting out governmental functions on the international stage.

The Symposium is free and open to the public. Georgia Bar members may obtain five general CLE credits, the cost of which is covered by a $65 registration fee which also includes parking, breakfast, lunch and a reception following the event. Registration is available on the day of the event with payment by cash or check. Fees are waived for clerks and judges.

The event will be held in Emory Law’s Tull Auditorium from 8 a.m. to 6 p.m., with lunch and reception in Hunter Atrium.
