Frank Alexander on the transformative impact of land bank legislation

Cities are changing tactics in fighting the blight of abandoned homes by transforming themselves block by block. One tactic is the land bank, a city program authorized to transform abandoned property into housing and other community needs.

“In the past 24 months alone, five states have enacted comprehensive land bank legislation,” says Frank S. Alexander, a professor at Emory Law School in Atlanta who helped write those laws.
