Buzbee Writes Op-Ed on Climate Change Legislation
Emory Law Professor William Buzbee co-wrote an op-ed piece on climate change in the April 24 issue of the Houston Chronicle.
The op-ed, written with Professor Victor B. Flatt of the University of Houston Law Center, argues that a recently introduced bill is a step in the right direction in addressing climate change issues. However, the bill raises concerns with its stringency, its somewhat unclear provisions regarding state regulation of greenhouse gasses and environmental justice risks of greenhouse gas trading because of the existence of co-pollutants and other risks accompanying greenhouse gas emissions.
Released by U.S. Reps. Henry Waxman and Ed Markey, the bill proposes several climate change initiatives including a cap-and-trade system and carbon offsets.
