Blank to Serve on Congressional Briefing Panel

Laurie Blank, director of Emory Law's International Humanitarian Law Clinic, was invited to serve on a panel briefing congressional staffers and members on Monday, Sept. 20, in Washington, D.C. The presentation is titled "Targeted Killing by Unmanned Aircraft: Legal Framework."

The purpose of this seminar is to explore different perspectives regarding the proper legal framework for analyzing the U.S. use of unmanned aerial vehicles (UAVs) in strikes targeting suspected terrorists and militants abroad, both
as a matter of international law and domestic law.

It is arranged and sponsored by the Congressional Research Service and the International Committee of the Red Cross.

Blank will be joined on the panel by Harvey Rishikof, professor, National War College; Timothy French, deputy legal adviser, Intemational Committee of the Red Cross; and Major Jeremy Marsh, vice chair and associate professor, Judge Advocate General's Legal Center and School.
